Only competent persons, electricians with specific qualifications can perform these tests.
The Landlords and Tenants Act of 1985 contains electrical safety clauses stating the property must be 1. Safe at the beginning of the tenancy and 2. Maintained in a safe condition for the entire duration of the tenancy.
